I live in an area where the tap water is extremely harsh. Therefore, I only give my dogs bottled water.  I have even found that San Diego water, even after going through a water softener is still too harsh for my dogs and tends to cause diarrhea.

The other problem that tap water may cause is excessive staining.  If your Cavalier has excessive staining around the eyes, mouth and or genital area the cause could be:

1.  Tap water

2. Check your dog food for either

Beet pulp or potato.

All three of these are notorious for causing staining.

When traveling, ALWAYS give your dog bottled water.  A change to unfamiliar tap water will almost certainly give your dog diarrhea.
